คำตอบ ระเบียบสำนักนายกรัฐมนตรีว่าด้วยงานสารบรรณ พ.ศ. ๒๕๒๖ ข้อ ๗๕ กำหนดให้กระดาษตราครุฑ พิมพ์ครุฑด้วยหมึก สีดำ และข้อ ๗๖ กำหนดให้กระดาษบันทึกข้อความ พิมพ์ครุฑด้วยหมึกสีดำ ดังนั้น การจัดทำหนังสือภายนอก หนังสือภายใน และคำสั่งตามแบบท้ายระเบียบฯ จึงต้องพิมพ์ครุฑด้วยหมึกสีดำเท่านั้น (หรือครุฑดุน)
